System performance measures
How we track performance across the government office portfolio.
System performance measures provide a consistent way to understand how the government office portfolio is performing over time. They support agencies and GPO to make informed decisions, identify opportunities for improvement, and measure the impact of portfolio initiatives.
These measures will be used to:
- provide agencies with insights into portfolio trends, performance, and utilisation
- support benchmarking and evidence-based accommodation planning
- identify opportunities to improve efficiency, effectiveness, and workplace outcomes
- support transparency and informed decision-making across the government office portfolio.
The measures below show how progress and performance will be tracked across the government office portfolio over time.
Key shift 1: Right-size the portfolio
Measures focus on reducing the amount of office space used while supporting flexible ways of working. This includes:
- office space per person: 8 to 12 m2 net lettable area (Central business districts – Wellington, Auckland and Christchurch expected to target 8 to 10 m2)
- workstation sharing ratios: 6 to 7 workstations per 10 people (Central business districts – Wellington, Auckland and Christchurch expected to target 6 workstations per 10 people)
- space utilisation (in development).
Key shift 2: Insight-led portfolio management
Measures focus on improving access to data and ensuring office accommodation delivers value for money. This includes:
- agency access to portfolio and market insights
- average office lease cost per square metre.
Key shift 3: Quality and equity of experience (in development)
Measures focus on ensuring workplaces meet government expectations and provide a consistent experience for staff. This includes:
- alignment with government workplace standards and guidelines.
Key shift 4: Active lifecycle management
Measures focus on long-term planning and coordinated management of the office portfolio. This includes:
- alignment with GPO portfolio plans
- forward lease planning (in development).
