Planning procurement

Effective procurement ensures the project will deliver value for money.

Plan procurement early

Early planning helps you understand:

  • what services the project will need
  • how to structure the procurement process
  • where procurement advisors or legal specialists should be involved.

Follow the Government Procurement Rules

When purchasing property related goods or services, agencies must follow:

Note: Rule 11 (Appendix 1) allows agencies to opt out of the Rules when purchasing or renting land or existing buildings only. Refurbishment or new construction works are still covered by the Rules.

Use the right procurement approach

All of Government (AoG) contracts

Mandatory for most agencies unless there is a clear reason not to use them.

Common Capability (CCC) contracts

Similar to AoG but managed by agencies other than MBIE.

Syndicated contracts

Groups of agencies run a joint procurement process and share access to suppliers.

If no contract exists, use New Zealand Government Procurement’s guidance to run your own procurement process.

Construction related procurement

Construction and fit out projects must also follow Construction Procurement Guidelines. These cover procurement planning, market engagement, risk, contract types, and supplier management.
